An agreement on the dissolution of the USSR and the creation of the CIS (December 8, 1991). Leaders of Russia, Ukraine, and Belarus - Yeltsin, Kravchuk, Shushkevich - in Viskuli stated that 'the USSR has ceased to exist'. The Commonwealth of Independent States was created. On December 21, 8 more republics joined in Almaty
