Earth's motion relative to the relic background is v=370 km/s towards the constellation Leo. The Doppler effect results in ΔT/T ~ v/c = 0.12%. The direction points to the galactic center and the peculiar velocity of the Local Group, subtracted in primary fluctuation analysis
